Course Description
This section introduces the theme, main content, and structure of the course. Climate-related disasters, war and disease are a constant in our world. Global leaders of all kinds have a duty to develop policies and institutions to limit the worst effects climate change,violence, and ill health on human society. The purpose of this course is to prepare students to take on humanitarian leadership roles in government, international organizations, commercial companies and NGOs, and to challenge current orthodoxies in humanitarian response. The course gives students an overview of the scale and character of war, climate-related disasters and disease in the world today. It then introduces them to the current forms of international policy and global governance that attempt to regulate and manage climate hazards, war and disease. The course concentrates on the predominantly Western field of humanitarian action and humanitarian diplomacy that operate at the frontlines of war and disaster as an urgent life-saving response and emerging global safety net. The Professor uses his own experience to illustrate the main ethical, diplomatic, operational and managerial challenges in humanitarian leadership today and consistently questions the dominant western orthodoxy in humanitarian ideology to see if it makes sense to Chinese values and wider Asian and African models of SouthSouth solidarity. Students will be challenged to stress test the universality of the western model and to actively explore ways to evolve a more authentic and less western and colonial model of humanitarian governance for the 21st century.
